Clarification:
Any service you are selling as freelancer to foreigners through internet is IT and ITeS. It does not matter whether you are using freelance marketplaces or your website or LinkedIn.

Pakistan Software Export Board (PSEB) is a government body working as attached department of Ministry of Information Technology and Telecom. This department registers freelancers, IT companies and freelancers.

Yes, remote workers can be registered as freelancers. It has two cases:
- Case 1: Remote workers work on contractual basis. They are working with multiple foreign clients. They are freelancers without any doubt.
- Case 2: Remote workers are working only one project under a long-term fixed amounts arrangement. This arrangement says that the person is not allowed to work anywhere unless he is in this contract. This is employment and not a freelancing business under the Income Tax Ordinance 2001.

He is not required to pay any other tax at the year end. The Federal Budget 2026-27 has extended this facility for further three years.

To register as a freelancer in Pakistan, you need an NTN from FBR, a bank account, and then apply through the PSEB portal by submitting required documents and paying the fee. Let’s see the process in details.
Step 1: Select a suitable business structure
Get registration as individual or company or partnership before proceeding freelancer registration.
Step 2: Get a bank account for your freelancing business
Once your business has been setup, proceed towards the bank account opening process. Before you move towards creating account on PSEB portal, make sure your banker has issued bank account maintenance letter.
Step 3: Create account on PSEB portal
Go to TechDestination portal and provide your full name, CNIC number, email and mobile number. You will receive an OTP on your email and mobile number. Enter it to verify and get password via email.
Step 4: Select type of registration
Select “Freelancer” as type of registration. After selecting it, you will confirm the legal status of your freelancing setup i.e. individual or company or partnership firm.

Now, you have entered in next step, where you will provide your personal and business details including your freelance income figures.

You can make payment of fee via credit card or debit card. Major cards like MasterCard, Union Pay or Visa work. Currently, there is no option of making payment online via mobile wallets like Easypaisa or JazzCash.
