A Clarification that is necessary
Freelancers who are offering services of SEO, video editing, animation social media marketing, remote accounting and bookkeeping, data analysis and any other service via Upwork, Fiverr or their websites to their foreign clients, can get PSEB registration and tax benefits.
Telecom and media sector like media houses, mobile operators, cable operators, internet service providers (cable, satellite and fiber optics) etc. are not entitled to get PSEB registration.
The Board uses term of members for the freelancers, companies and call center that are registered with it. If you find words of members or membership in any of its official communications, don’t be confused.

Call Center and BPO-Specific Requirements
A call center must have sufficient infrastructure like office, human resource, proper seating place for employees, equipment and software etc. The application for registration is online via TechDestination portal. The team of PSEB conducts an official visit. If a call center has more than one branches, it has to be mentioned in the membership application.
IP Whitelisting
Call centers require IP whitelisting after registration with PSEB. Due to specialized nature of their business, call centers use VoIP, different IPs, different devices on different locations, CRMs and dialers. For enhanced security and stop unauthorized access, IP whitelisting is necessary. PSEB also requires BPOs to get their IPs whitelisted.
- Whitelisting can be applied online via portal or official email channel.
- PSEB may have visit before approving IPs.
- Multiple IPs can be whitelisted.
- The Board does not charge any fee.
- For any change, board must be informed.
Eligibility Criteria for PSEB Registration
In Pakistan, not every business can apply for the PSEB membership. Here are some prerequisites for it:
Pakistan based IT business and freelancers
Business must be started from Pakistan. It has offices, team and basic infrastructure installed at its premises in Pakistan.
If it’s a foreign business, it must be an approved branch or liaison office in Pakistan. Board of Investment (BOI) approves branch offices of foreign businesses.
Allowed Categories
Businesses can be freelancer or IT company or call center. I have covered them briefly in the previous section of this blog.
Business with a legal status
Freelancer must have NTN issued by FBR. IT and IT enabled services provider and call center must be registered as a company or a partnership firm.
Physical address
IT company and call center can’t be operated without a physical office. Freelancer can provide address of co-working space and it will work for the membership.
Active NTN and filer
You must have an active NTN and has already filed pending annual tax returns with FBR.

Clarity for PSEB Membership
- Membership is applied online via TechDestination portal.
- Bank statement for companies and freelancers is not required normally.
- For office verification, rent agreement work is sufficient. Copies of utility bills are no longer required.
- For call centers, PSEB goes in detailed scrutiny like checking bank statement, company profile, used IPs, infrastructure; and visiting premises before approval.
- Photographs of directors, company profile and portfolio of services are not required.
How to Get PSEB Registration (Step-by-Step Process)
Let’s move on towards the process of registration with the Software Board.
Step 1: Create account on PSEB portal
Go on TechDestination portal, provide your name, email, mobile number and CNIC. You will OTP on email and number. Enter received OTP and you will enter the next step after its verification. Your will receive password on your provided email.
Step 2: Select type of registration
In this step, you have 3 options to initiate the process: freelancer, IT company and call center.
Step 3: Complete application form
Once, you select any option which suits you. You are asked to provide required details like personal details (name, address, email and mobile number), business details and some figures of revenue.
On providing SECP registration number, the portal picks data from SECP and asks you to remaining information. Application form all three categories is almost same, but call centers are required to provide more details like infrastructure, IPs etc.
Don’t forget to add a focal person who will coordinate with the Board for resolving any discrepancy and arranging their team office visit.
Step 4: Upload required documents
You are required to upload:
- CNIC / Passport
- Bank maintenance letter
- SECP issued documents
- Partnership Form-C and Deed
- Any other document portal asks.
Step 5: Pay registration fee
Fee can be paid using debit or credit card. There is no facility to pay via 1-Bill or any mobile wallets like Easypaisa or JazzCash. Mastercard, Visa and Union Pay enabled cards work.

Step 6: Submit for review

PSEB approves SECP registered companies within 24 hours because the SECP portal is linked.
Firms, individuals and non-SECP registered entities take 2 to 4 working days. For call center, certificate is issued after official visit by PSEB.

Your total fee for the registration with the Board is comprised of:
- SECP setup fee (for company and call center)
- Govt fee for setup of your partnership firm.
- PSEB registration fee (rates are mentioned below)
- Your consultant fee for the complete process
FBR doesn’t charge any fee for NTN (National Tax Number) issuance fee.
For setup of partnership, govt fee varies depending upon address of your partnership fee. For Islamabad fee is Rs.10,000 and provinces fee range from Rs.1,000/- to Rs.3,000/-.
SECP fee for registration of companies starts from Rs. 12,000/- (minimum). It increases with increase in authorized capital (investment) of your IT company. The maximum SECP registration fee is Rs.40 million.
