The Federal Board of Revenue (FBR) is the premier tax authority of Pakistan. It has recently issued a list of approved service providers for the integration of digital invoicing with its central revenue system.
What is digital invoicing?
As the name indicates, a registered taxpayer is now required to integrate their invoicing system and issue electronic invoices to their customers from the notified dates. The FBR notification dated 22nd April 2025 has stipulated the following start dates for this purpose:
- Corporate registered persons – 1st May 2025
- Non-corporate registered persons – 1st June 2025
This requirement is the same as that of POS integration. The Income Tax Ordinance, 2001 requires tier‑1 retailers to integrate their points of sale; however, there is no exclusion regarding the integration of invoicing systems.
